SECTION 600: REVIEW
610 AUTHORITY
611 As provided by the SCAA bylaws (Sections V.2.1-3), the board of directors shall have the authority to enact any measure they deem necessary to ensure fair competition as directed by the SCAA Rules of Competition.
612 This authority shall include but not be limited to the disqualification, assessment of fines, sanctions, or expulsion, of any team, group, or individual member.
620 VIOLATIONS
621 The violation of any rule with a prescribed penalty shall enact that penalty from the time of the violation.
622 Illegal Participation.
622.1 Participation of athletes in competition or events in violation of the rules shall not be permitted to be counted by any team or individual.
622.2 Any fees or moneys paid or due as a result of illegal participation shall be forfeited to the league.
630 PROTESTS
631 Any individual member as prescribed by the SCAA bylaws may file a protest against any other team or individual with in the league whom they feel has violated the SCAA Rules of Competition.
632 Submission of Protest
632.1 All protests must be submitted in writing and should include: the name and team of the person(s) submitting the protest; the name and team of the person(s) who committed the violation; the time, date, and location of the violation; a description of the violation, including how it was committed; and a desired recourse.
632.2 A copy of the protest must be submitted to the chair of the rules committee, and to the league president.
633 Presentation of Protest
633.1 At the next meeting of the SCAA board of directors, following the receiving of the protest it will be presented by the chair of the rules committee, at which time they may open it for discussion or recommend one of the following courses of action:
633.11 Dismissal. No action is taken and the party submitting the protest is notified.
633.12 Table. No further action is taken and the protest is again presented at the time specified.
633.13 Redirect. The matter is referred to another body who may have jurisdiction, the party submitting the protest is notified, no other action is taken.
633.14 Submit to committee. A special committee is appointed by the league president to be headed by the rules committee chair, this committee shall decide which course of action is to be followed and notify the league.
633.15 Warning. The parties committing the violation are notified that they have done so, no other action is taken.
633.16 Probation. The parties committing the violation are placed on probation, they are notified as to the conditions, duration, and penalties for violation of the probation.
633.17 Penalty. Specific penalties shall be enacted against the parties committing the violation, under the direction of the league president.
633.2 If a course of action is recommended discussion shall be limited to that course of action.
633.3 If no course of action is recommended then the protest is open for discussion.
633.4 If the recommended course of action is not approved then the protest becomes open for discussion.
633.5 If a protest is open for discussion then anyone may make a motion requesting one of the prescribed courses of action.
633.6 Only the courses of action prescribed in this rule may be used to handle a protest.
634 Approval of a course of action
634.1 A course of action in response to a protest, either recommended by the chair of the rules committee or by a motion, must be approved by a vote of the SCAA board of directors.
634.2 A vote of two-thirds of the board of directors in attendance, is required for approval of all courses of action except to table.
634.3 A protest may be tabled by the approval of a simple majority of the board of directors.
635 Appeal
635.1 The decided course of action for any protest may be appealed to the SCAA board of directors.
635.2 The first appeal in response to a protest shall be handled as a protest and the procedures outlined in Sections 631-635 shall be followed.
635.3 Any additional appeals may be requested from the SCAA board of directors
640 EXEMPTIONS
641 Any individual member of SCAA may request an exemption from any of the SCAA Rules of Competition.
642 A request for exemption may be granted by a two-thirds vote of the SCAA board of directors.
